James P. Regan is managing partner of Fisk Kart Katz and Regan and has worked extensively on matters involving the assessments of major industrial complexes, office buildings, hotels, shopping centers, apartment developments, condominium properties and Incentive Assessment Applications.

Prior to joining Fisk Kart and Katz, Ltd., Mr. Regan served on the staff of the Cook County Assessor for ten years in various capacities. He was responsible for reviewing Commercial Incentive Applications and developing the Assessor’s Incentive Rules and Guidelines. He initiated the automated Complaint System currently utilized for the review of commercial and industrial appeals filed with the Office of the Cook County Assessor.

Mr. Regan has authored and co-authored various articles on assessment and valuation issues:

  • "The Valuation of Resorts and Full Service Hotels" was published at the 1997 IAAO Legal Seminar in Chicago.
  • "Refining Shopping Center Valuation Theories" appeared in the April, 1996 issue of Shopping Center World
  • "Measuring Intangible Value: Valuation Framework for Shopping Centers" was in the Spring, 1996 issue of the Journal of Property Tax Management
  • "Tax Incentive Program Helps Cook County Compete" appeared in the April, 1995 issue of Chicago Industrial Properties
  • "Perils of Shopping Center Property Taxes" was published at the 1994 IAAO Legal Seminar in New Orleans

Mr. Regan has been a principal speaker at various seminars including the 1995 - 2000 annual educational seminars sponsored by American Property Tax Counsel (APTC) on the topics of regional and super regional shopping centers, the valuation of REIT owned office building and hotels; and The International Association of Assessing Officers (IAA0) Legal Seminars where he spoke on the the valuation of resorts, full service hotels and shopping centers; and the American Bar Association and the Institute of Property Tax Professionals in New Orleans in March 1999 on the real estate valuation of REIT properties.

Mr. Regan is an appointed member to the Cook County Assessor's Real Estate Tax Forum.  He serves on the Board of Directors for the Real Estate Investment Association and American Property Tax Counsel.   He is also a member of the Tax Committees of the Chicago Development Council and the Chicagoland Chamber of Commerce.

Mr. Regan received his undergraduate degree from the Catholic University of America. He has an M.A. from the New School for Social Research, New York, and a Juris Doctor from St. John’s University Law School in New York.
