James P. Scheffke is a Real Estate Tax Administrator for the law firm of Fisk Kart Katz and Regan, Ltd. His primary function is analyzing property valuations and preparing tax appeals for commercial and industrial properties.
Mr. Scheffke holds a Bachelor of Architecture degree from Illinois Institute of Technology, Chicago, and a Masters of Business Administration in Finance from the Stuart School of Business at the Illinois Institute of Technology.

Jack E. Boehm, Jr. is partner with the law firm of Fisk Kart Katz and Regan, Ltd. He has worked extensively on matters involving the assessments of major industrial complexes, office buildings, hotels, shopping centers, and apartment developments in various jurisdictions in over 10 states. In addition to his work on real estate assessments, Mr. Boehm has extensive multi-state personal property experience.
Prior to joining Fisk Kart and Katz, Ltd., Mr. Boehm was a Senior Property Tax Analyst with CB Richard Ellis an international real estate concern. Before that, Mr. Boehm served as Vice President and Manager of the Chicago office of Real Estate Tax Services, Inc. a national property tax consulting firm now merged with Deloitte and Touche.
Mr. Boehm received his undergraduate degree from the University of Notre Dame, and his Juris Doctor from The John Marshall Law School, Chicago, Illinois.

Jeffrey A. Brown is a partner with the law firm of Fisk Kart Katz and Regan, Ltd. He has worked extensively on matters involving the assessments of major industrial complexes, office buildings, hotels, shopping centers, apartment developments, Industrial Incentive Assessment Applications, and Tax Increment Finance Projects.
Prior to joining Fisk Kart and Katz, Mr. Brown was a real estate and litigation partner with the law firm Engerman & Brown, Ltd. Before that, Mr. Brown was an assistant attorney general representing the State of Illinois in a variety of litigation matters.
Mr. Brown is a member of the Chicago Mortgage Attorney’s Association, Illinois Mortgage Banker’s Association, Civic Federation’s Ad Hoc Committee on Tax Increment Financing, as well as the Chicago, Illinois and American Bar Associations.
Mr. Brown received his undergraduate degree from the State University of New York at Buffalo, and his Juris Doctor from George Washington University in Washington, D.C.

Richard H. Levy focuses his practice on real estate tax law and challenges to property tax assessments in Illinois, moreover on construction law, representing developers, builders, general contractors and financial institutions on matters such as acquisitions and dispositions, financing, workouts, distressed assets, land use, mechanic’s liens and architectural and construction contracts.
Richard’s recent projects included:
* Representing a landowner/co-developer in a joint venture for an 8,000 unit condominium project in the South Loop.
* Representing a landowner/co-developer in a joint venture for development of 90,000 square foot shopping center in California.
* Representing a landowner/co-developer in a joint venture for development of 300 senior housing units in California.
* Representing an owner in dispute with general contractor regarding $134,000,000 senior housing facility in Chicago, Illinois.
* Representing a condominium developer in the South Loop regarding construction defect issues and negotiating the GMP Contract.
* Representing a publicly held company in development of one million plus square foot shopping center in Bolingbrook, Illinois, including negotiation of all construction contracts. *Representing an owner/developer in joint venture regarding construction of townhouse project on the near West side of Chicago, Illinois.
Richard served as Vice President and General Counsel of Lexington Homes and views real estate and construction issues through the lens of both an external and internal counsel.
A frequent lecturer on real estate and construction matters, specifically pertaining to mechanic’s liens, he has spoken before groups as diverse as the Chicago Bar Association, the Homebuilders Association of Greater Chicago and the Association of Attorneys and Executives in Corporate Real Estate. In 2011 he has received an AV/5 point peer rating by Martindale Hubble.

James P. Regan is managing partner of Fisk Kart Katz and Regan and has worked extensively on matters involving the assessments of major industrial complexes, office buildings, hotels, shopping centers, apartment developments, condominium properties and Incentive Assessment Applications.
Prior to joining Fisk Kart and Katz, Ltd., Mr. Regan served on the staff of the Cook County Assessor for ten years in various capacities. He was responsible for reviewing Commercial Incentive Applications and developing the Assessor’s Incentive Rules and Guidelines. He initiated the automated Complaint System currently utilized for the review of commercial and industrial appeals filed with the Office of the Cook County Assessor.
Mr. Regan is an appointed member to the Cook County Assessor's Real Estate Tax Forum. He serves on the Board of Directors for the Real Estate Investment Association and American Property Tax Counsel. He is also a member of the Tax Committees of the Chicago Development Council and the Chicagoland Chamber of Commerce.
Mr. Regan received his undergraduate degree from the Catholic University of America. He has an M.A. from the New School for Social Research, New York, and a Juris Doctor from St. John’s University Law School in New York. In 2011 he has received an AV/5 point peer rating by Martindale Hubble.

Eileen A. Sergo is an associate attorney at Fisk Kart Katz and Regan, Ltd. She graduated from The John Marshall Law School and was admitted to practice law in Illinois in November, 2010. Eileen has been a legal assistant and docket clerk with the firm since 2000. She has also assisted attorneys and consulted with clients in the preparation of property assessment appeals.
Eileen graduated summa cum laude from Robert Morris University with a Bachelor’s Degree in Business Management and an Associate’s Degree in Paralegal Studies. At The John Marshall Law School, she was on the Dean’s List and a member of the Phi Delta Phi fraternity for academic achievement. She is a member of the Illinois and Chicago Bar Associations. Eileen enjoys reading and spending time with her two-year old son, Stephen.

Antonio J. Senagore is an associate attorney at Fisk Kart Katz & Regan, Ltd. He focuses his practice on real estate tax law and challenges to property tax assessments in Illinois.
Antonio earned his Juris Doctor degree from Chicago-Kent College of Law. While at Kent, he was a member of the Chicago-Kent Law Review, an editor of the Seventh Circuit Review, and a vice-president of the Moot Court Honor Society. He also earned a Bachelor of Arts degree with high honor from Michigan State University, where he double majored in International Relations and Economics. Mr. Senagore is admitted to the Bar in California and Illinois.
